We are seeking a skilled and motivated security analyst to design, implement, and maintain our cybersecurity program. The ideal candidate will monitor, identify, and mitigate threats to our organization’s information systems while ensuring compliance with security standards and protocols. You will work closely with IT teams and all departments across the City of Carmel to implement security measures and respond to security incidents effectively.

 

Essential Job Functions:

The following duties are normal for this position.  These are not to be construed as exclusive or all-inclusive.  Other duties may be required and assigned.

  •  Identify, investigate, and resolve potential security breaches and vulnerabilities.
  • Responsible for the installation and configuration of cybersecurity systems and tools.
  • Responsible for monitoring security alerts from systems and tools.
  • Conduct and help remediate the results from regular vulnerability scans and penetration tests to resolve security weaknesses.
  • Perform root cause analysis of security incidents and collaborate on the implementation of corrective actions.
  • Responsible for managing monthly Cybersecurity training program.
  • Participate in incident response exercises and simulations.
  • Conduct regular security audits, contract reviews, and risk assessments [WS5] to ensure compliance with City policies and industry standards.
  • Develop and maintain incident response protocols and assist in handling security incidents.
  • Collaborate with IT teams to implement firewalls, encryption, and other security measures to protect the City’s data assets.
  • Stay updated on the latest cybersecurity trends, threats, and best practices.
  • Conduct training sessions to educate team members on cyber security awareness.
  • Maintain accurate documentation of security configurations, procedures, and inventory.
  • Work closely with other IT team members to plan and implement upgrades and enhancements.
  • Performs other related duties as required.

Knowledge, Skills & Abilities Required to Perform Essential Job Functions:

  • Proficiency and strong knowledge of in security tools, systems, and frameworks (i.e. firewalls, IDS/IPS, EPP, SIEM, and vulnerability scanning tools).
  • Knowledge of network protocols and security principles.
  • Experience with network security practices and tools (firewalls, VPNs, IDS/IPS).
  • Strong knowledge and experience with endpoint protection platforms (EPP), security information and event management (SIEM) systems, and vulnerability scanners.
  • Ability to collect, review and analyze data.
  • Strong problem solving skills and the ability to work under pressure.
  • Ability to utilize a variety of reference, descriptive, advisory and design data and information to make technical decisions.
  • Ability to exercise discretion in identifying and selecting from alternative courses of action.
  • Communicate effectively; includes ability to interact with members of the department and other City departments to exchange information and resolve problems.
  • Familiarity with regulatory standards NIST, PCI-DSS, CJIS, HIPAA and ISO 27001
  • Ability to read charts, graphs and schematics.
  • Ability to operate a motor vehicle to conduct work activities.
  • Ability to respond to 24-hour call-out.
  • Ability to work some nights and weekends to accommodate schedules of 24/7 public safety operations.
  • Proficiency in scripting or programming languages like Python, PowerShell is a plus.

Qualifications Required to Perform Essential Job Functions:

  • Associate’s degree in Information Technology, or a related field.
  • Minimum 3 years of experience as a Security Analyst or similar role.
  • Relevant certifications (e.g., CISSP, CompTIA Security+) are a plus.
  • Or any equivalent combination of education, training and experience that provides the requisite knowledge, skills and abilities for this position.
  • Must possess and maintain a valid Indiana driver’s license.
